A special meeting of the Common Council was held at City Hall in the City of Black River Falls on September 21, 2016 at 6:00 P.M.  Alderpersons Gearing-Lancaster, Ross, Redbird, Colloton Chrest, R. Eddy, Simonis, Olson and Busse were present.  Mayor J. Eddy presided.

COMMITTEE REPORTS
The Department Head monthly reports were reviewed.  Department heads present were Brad Chown, Tammy Peasley, Todd Gomer, Scot Eisenhauer and Steve Peterson.

Police Chief Eisenhauer led a presentation on a proposed K-9 program for the BRF PD.  Representatives from the Barron Police Department and Jackson County Sheriff’s Department were present and items discussed included the benefits of a K-9 unit in the community, fundraising efforts, annual expenses, and deployment statistics.

It was moved by Alderperson Ross, Seconded by Alderperson Simonis to approve the $17,500 quote from SEH, Inc. for a Van Buren Street Storm Water Runoff Study.  Motion Carried.

It was moved by Alderperson Busse, seconded by Alderperson Olson to approve the Application for a Temporary Class B Beer & Wine Retailer’s License for the Chamber of Commerce for Oktoberfest September 30th and October 1st, 2016 at Rock Springs Park.  Motion Carried.

The 2017 proposed City budget was presented to the Council.  Only change from budgets submitted by department heads was adding $5,000 to Police Department Outlay for vehicle replacement.  Proposed budget should be within Expenditure Restraint Program limits.

There was discussion on the possibility of developing a Municipal Court. The Municipal Court budget from the City of Sparta was reviewed.  A Municipal Court start up manual will be provided to council members.

It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve August 2016 vouchers check # 61495 -61628 totaling $491,425.13.  Motion carried.

It was moved by Alderperson Redbird, seconded by Alderperson Olson to approve the City Treasurers Report for August 2016.  Motion carried.

It was moved by Alderperson R. Eddy, seconded by Alderperson Busse to approve the August 2016 Revenue and Expense reports.  Motion carried.
