The Common Council met at City Hall in the City of Black River Falls on September 1, 2020 at 6:00 P.M. Alderpersons Gearing-Lancaster, Ross, Brown, Ammann, M. Rave, E. Rave, Olson and Busse were present. Mayor J. Eddy presided.

It was moved by Alderperson Ammann, seconded by Alderperson Olson to dispense with the reading of the minutes of the August 19, 2020 Special Common Council meeting and approve as presented. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Gearing-Lancaster to place on file the minutes of the August 26, 2020 Plan Commission meeting. Motion carried.

It was moved by Alderperson Brown, seconded by Alderperson Ross to place on file the minutes of the August 31, 2020 Utility Commission meeting. Motion carried.

Brady Palmer called and was unable to attend the meeting. He will be placed on the next Committee of the Whole agenda.

There was further discussion on placing weight restrictions on North Eighth Street.

It was moved by Alderperson Ammann, seconded by Alderperson Brown to recommend the drafting of an ordinance to establish a Class B Highway designation on North Eighth Street from Main Street to the city limits. Motion carried.

There was discussion on the proposed expansion of the COVID-19 Recovery Microloan Program. Suggested amendments to the program that was presented included removing the words “in the City of Black River Falls” from the third bullet point under Eligibility to Apply, changing “annual sales” to “annual gross revenue” under businesses not eligible, and adding language that limits loans to one loan per business.

It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve COVID-19 Recovery Microloan Program 2.0 with the amendments discussed. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Ammann to approve the Certified Survey Map (CSM) submitted by Norm Hurlburt on behalf of Michael E. Millis for 852 Golf Road as recommended by the Plan Commission. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Olson to approve the Certified Survey Map (CSM) submitted by Cody Brommerich on behalf of Jackson County for the parking lot located north of 108 North Water Street as recommended by the Plan Commission. Motion carried.

ORDINANCE 855 – an ordinance rezoning 650 Elm Street from R-2 Single-Family Residential District to R-4 Mobile Home Park District was presented for the 1st reading. Alderperson M. Rave recommended removing “permanently zoned” to “rezoned” under Section 1.

It was moved by Alderperson Busse, seconded by Alderperson M. Rave to approve RESOLUTION 2020-13 – A resolution for financing the Frazier Drive extension project in TID No. 4. Motion carried.

CITY OF BLACK RIVER FALLS RESOLUTION 2020-13 A RESOLUTION TO BORROW $165,000 FOR FRAZIER DRIVE EXTENSION PROJECT WHEREAS, the Common Council authorized $34,300.00 for engineering services related to the Frazier Driveextension project in Tax Incremental Financing (TIF) District No. 4; and WHEREAS, the Common Council authorized $131,137.75 for construction services related to the Frazier Drive extension project in Tax Incremental Financing (TIF) District No. 4; and WHEREAS, The City of Black River Falls, Jackson County, Wisconsin (“City”), is presently in need of funds aggregating $165,000.00 for the public purpose of Frazier Drive extension in TID No. 4; and WHEREAS, the Council deems it necessary and in the best interest of the City that, pursuant to the provisions of Section 67.12(12), Wisconsin Statutes, the sum of One Hundred Sixty-Five Thousand Dollars and No Cents ($165,000.00) be borrowed for such purpose upon the terms and conditions hereinafter set forth: NOW, THEREFORE, BE IT RESOLVED that for the purpose hereinabove set forth, the City, by its Mayor, and City Administrator, pursuant to section 67.12(12), Wisconsin Statutes, borrow from the Jackson County Bank, Black River Falls, WI (“Lender”), the sum of $165,000.00, and, to evidence such indebtedness, said Mayor and City Administrator shall make, execute and deliver to the Lender for and on behalf of the City the promissory note of the City, in the said principal amount with interest at the rate of One and Sixty-Five Hundredths percent (1.65%) per annum for a term of 4 years with annual principle and interest payments with the first payment due in 2021 and with no penalty for early payment.

It was moved by Alderperson Ammann, seconded by Alderperson Olson to approve the applications for Liquor Operator’s Licenses as presented. Motion carried.

The City Administrator reviewed the preliminary city operating and capital budgets for 2021. With projected reductions in revenues, staying within the mandated levy limits for 2021 will be challenging. The capital budget for 2021 and the 5-year capital outlay for all departments look promising.
