The Common Council met in a special session at City Hall in the City of Black River Falls on February 20, 2019 at 6:00 P.M. Alderpersons J. Rave, Olson, Busse, Gearing-Lancaster, Ross, and Brown were present. Alderpersons M. Rave and Redbird were absent. Mayor Jay Eddy presided.

Chief of Police Kelly Bakken introduced the department’s full-time officers. There was discussion on the vehicle bids related to body styles, ground clearance, and storage. Chief Bakken recommended the purchase of a 2019 Dodge Charger from Gross Motors.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to approve the purchase of a 2019 Dodge Charger from Gross Motors for $25,758.50. Motion carried.

Chief of Police Kelly Bakken’s letter of resignation effective February 28, 2019 was presented to the Council. Chief Bakken has accepted the position of Chief of Police for the City of Altoona. The Council thanked Chief Bakken for her contributions to the city’s police department.

It was moved by Alderperson Ross, seconded by Alderperson J. Rave to accept Chief Bakken’s letter of resignation. Motion carried.

Parks & Recreation Director Steve Peterson advised the Council that thanks to the weather, they have been able to keep ice on the outdoor skating rinks.

The City Administrator advised the Council that wait times for the taxi service are increasing again and he is working with FDS Enterprises to rectify the problem. Conversations are planned with other governmental agencies to explore other options for transportation outside the city’s taxi service area.

Library Director Tammy Peasley promoted “Jackson County Reads” program and advised the library will be looking for community input for strategic planning through a survey.

Fire Chief Steve Schreiber commended Chief Bakken for the good rapport developed between departments and thanked the Street Department for plowing in front of the station to keep it open during recent snow falls. The department is responding to numerous carbon monoxide detector calls.

EMS Division Chief Jody Stoker advised the Council they have offered the full-time position to an individual and are waiting for a response.

Chief Bakken advised the Council that complaints on the property located at 119 S. 3rd Street are being addressed with the property owner who has been given notice to clean up the property or be cited. The Chief did note the garbage is currently covered with snow.

It was moved by Alderperson Busse, seconded by Alderperson Olson to convene in to closed session for the purpose of considering a request for compensatory time for an employee over which the governmental body has jurisdiction or exercises responsibility and to consider terms and conditions of an employment agreement with the City Attorney which is authorized under Section 19.85(1)(c) of the Wisconsin statutes. Motion carried at 6:49 PM.

The Mayor announced to those present that the Common Council was reconvening in to open session at 7:10 PM.

It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to authorize the City Administrator to negotiate an updated employment agreement with the City Attorney within the parameters discussed in closed session. Motion carried.

It was moved by Alderperson J. Rave, seconded by Alderperson Busse to approve vouchers for December 2018 check #64981 to #65085 totaling $327,866.11 Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Ross to approve the City Treasurer’s Report for December 2018. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson J. Rave to approve the Revenue & Expense Reports for December 2018. Motion carried.
