City Hall

The Committee of the Whole met at City Hall in the City of Black River Falls on September 19,
2018 at 6:00 P.M. Alderpersons J. Rave, M. Rave, Olson, Busse, Gearing-Lancaster, Ross,
Redbird, and Brown were present. Mayor Jay Eddy presided.

  1. There were no citizens in attendance.
  2. The City Administrator presented the preliminary 2019 proposed city budget, capital budget, and EMS budget.
  3. The Department Head monthly reports were reviewed. Department heads present were Todd Gomer, Steve Peterson, Tammy Peasley, Steve Schreiber, Jody Stoker, Kelly Bakken and Brad Chown.
  4. The City Administrator advised the council the assignment agreement with Waumandee State Bank was signed and payment was received. As a result, the remaining debt on the Rye Bluff Development will be paid off this Friday, September 21, 2018.
  5. Library Director Tammy Peasley presented results from recent library surveys and how they are using the information to improve operations.
  6. Fire Chief Steve Schreiber thanked the Police Department, the Street Department, citizens, and the community as a whole for helping with the funeral services for firefighter Alec Muth.
  7. Street Superintendent Todd Gomer presented two estimates from Gaier Construction. One estimate in the amount of $42,872.00 to build a post frame lean-to addition on an existing storage building to allow for indoor storage of vehicles and equipment, and one estimate in the amount of $7,700.00 for two new service doors for the city shop building.

The Common Council met in a special session at City Hall in the City of Black River Falls on September 19, 2018 at 7:01 P.M. Alderpersons J. Rave, M. Rave, Olson, Busse, GearingLancaster, Ross, Redbird, and Brown were present. Mayor Jay Eddy presided.

ORDINANCE 844 – an ordinance creating Section 2.06 to the Code of Ordinances to set the compensation for Mayor and City Council members as recommended by the Committee of the Whole was presented. This was the 1st reading. The City Administrator recommended language changes to include replacing “the third Tuesday in November, 2018” in paragraph 2.06 A. to “the November 6, 2018 election”. The City Administrator questioned whether or not the Council wanted to increase the Mayor’s compensation to match the proposed increase in Council compensation. Alderperson Olson recommended changing the Mayor’s compensation from $625.00 to $700.00 per month and there were no objections. The ordinance will be presented with the recommended changes at the October Common Council meeting for a 2nd reading and possible action.

The Common Council met at City Hall in the City of Black River Falls on July 3, 2018 at 6:00 P.M. Alderpersons M. Rave, Olson, Busse, Gearing-Lancaster, Ross, and Brown were present. Alderperson J. Rave was excused and Alderperson Redbird was absent. Mayor J. Eddy presided.

It was moved by Alderperson Ross seconded by Alderperson Busse to dispense with the reading of the minutes of the June 5, 2018 Common Council meeting and approve as presented. Motion carried.

COMMITTEE REPORTS It was moved by Alderperson Busse, seconded by Alderperson M. Rave to place on file the minutes of the June 5, 2018 Board of Review meeting. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Brown to place on file the minutes of the June 6, 2018 Historic Preservation Commission meeting. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to approve the minutes of the June 20, 2018 Committee of the Whole meeting. Motion carried.

The Common Council met at City Hall in the City of Black River Falls on March 21, 2018 at 6:00 P.M. Alderpersons Redbird, Colloton Chrest, J. Rave, M. Rave, Olson, Busse, Gearing- Lancaster, and Ross were present. Mayor Jay Eddy presided.

Reviewing of the Inspection Warrant process for the E&F Motel will be placed on a later agenda as the requesting party was unable to attend this meeting.

DEPARTMENT REPORTS
The Department Head monthly reports were reviewed. Department heads present were Kelly Bakken, Steve Peterson, Tammy Peasley, Steve Schreiber, Jody Stoker, and Brad Chown.
EMS Division Chief Jody Stoker informed the Council that he and EMT Steve Collins received accommodations from the Black River Falls School District at the last School Board meeting for all the work they do at the schools.

The City Administrator informed the Council of plans to repair Commerce Drive again this year. The City Street Department plans to complete the work.

It was moved by Alderperson Olson, seconded by Alderperson Redbird to approve the Municipal Street Department collective bargaining agreement addendum for Foreman assignment and compensation. Motion carried (7-1) with Alderperson Ross voting no.

The Committee of the Whole met at City Hall in the City of Black River Falls on February 21, 2018 at 6:00 P.M. Alderpersons Colloton Chrest, J. Rave, M. Rave, Olson, Busse, Gearing-Lancaster, and Ross were present. Alderperson Redbird was absent. Mayor Jay Eddy presided.

  2. The Department Head monthly reports were reviewed. Department heads present were Todd Gomer, Kelly Bakken, Steve Peterson, Tammy Peasley, Steve Schreiber and Brad Chown.
  3. The City Administrator shared results and voter turnout information from the February 20th primary election.
  4. It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the Police Department’s Policy 4.100 Officer Involved Deaths as presented. Motion carried.
  5. It was moved by Alderperson Ross, seconded by Alderperson Olson to approve amendment #4 to the city’s employee handbook establishing a social media policy. Motion carried.
