A special meeting of the Common Council was held at City Hall in the City of Black River Falls on August 17, 2016 at 6:00 P.M.  Alderpersons Gearing-Lancaster, Ross, Redbird, Colloton Chrest, Simonis, Olson and Busse were present.   Alderperson R. Eddy was excused.  Mayor J. Eddy presided.

CITIZENS IN ATTENDANCE
6 citizens were in attendance.  5 Citizens were in attendance to bring forward concerns regarding storm water runoff in the Van Buren Street / Harrison Street area.  Steve Schreiber presented photos of water flowing through properties during a heavy rain event that took place on August 12th.  Kathy Smetana presented photos from similar events that occurred in the area 8/1/2014, 9/6/2015, and 8/12/2016.  Street Superintendent Todd Gomer informed the Council that addressing the issue would involve engineering and contracted services that we would need to borrow for.

COMMITTEE REPORTS
The Department Head monthly reports were reviewed.  Department heads present were Brad Chown, Tammy Peasley, Steve Schreiber, Jody Stoker, Todd Gomer, Scot Eisenhauer and Steve Peterson.

Street Superintendent Todd Gomer informed the Council about trouble with the stop lights at Andrews Road.  He also informed the Council that Rye Bluff Road needs reconstruction work done and Vaudreil Road will need to be ground and paved soon but he cannot fit it in his budget so we may need to discuss borrowing for those projects as well.

There was a lengthy discussion on the K-9 Program and recent social media posts.  It was suggested a clarification post be done explaining the current status of the program.  Chief Eisenhauer will have the Barron Police Chief present at the next C.O.W. and explain the benefits of their K-9 unit and how they completely fund the program without tax dollars.

It was moved by Alderperson Ross, seconded by Alderperson Redbird to approve Police Department Procedure 4.010 Removal of Trespassers.  Motion carried.

Parks & Recreation Director Steve Peterson informed the Council of a washout by Marks Field caused by the heavy rains last Friday.  The Street Department performed repair work on Saturday.

It was moved by Alderperson Olson, seconded by Alderperson Busse to approve the Application for a Temporary Class B Beer & wine Retailer’s License for St. Joseph’s Catholic Church for Parish Festival August 20-21, 2016 at 507 Main Street.  Motion Carried.

It was moved by Alderperson Busse, seconded by Alderperson Simonis to approve the Application for a Temporary Class B Retailers License for Jackson County Little League for a Pumpkin Ball tournament September 10, 2016 at 700 North Tenth Street.  Motion Carried.

It was moved by Alderperson Simonis, seconded by Alderperson Gearing-Lancaster to approve July 2016 vouchers check # 61360 -61494 totaling $364,323.07.  Motion carried.

It was moved by Alderperson Ross, seconded by Alderperson Redbird to approve the City Treasurers Report for July 2016.  Motion carried.
